Booking one way reward travel online?

Hey everyone--been lurking for a while. Lots of great info here.

I've just finished booking a couple one way reward flights from the aeroplan offices here in tokyo and got hit with the $30 per flight booking fee. Of course, i would rather have booked it online to avoid the $30 surcharge, but the Aeroplan site doesn't allow users to make one bay bookings (the open jaw didn't work for my flights LGA-YUL-YHM). why would aeroplan limit one way reward reservations online? the staff told me it was a "system limitation".

also, the staff at the tokyo office gave me 3 different tax rates for the YUL-YHM flights (3700yen, 5400yen, 3620yen). Is that the norm? are the taxes arbitrary? are they trying to squeeze me for extra $$$? I tried to find out why the prices were so different, but the staff refused to get into specifics.

i'm trying to be a good AC customer, but...
