When was Customs and the CG informed and what rediness posture are they required to keep? You may be interested to know that the NYC police department is bigger then the entire Coast Guard, responsible for the entire coastline of the U.S. They just don't have the manpower to have a team at every possible entry point 24/7/365, plus do search and rescue, marine safety, marine pollution response, drug enforcement, maintain aids to navigation, and conduct homeland security patrols.
