Yes - my brother (also a DM Visa signature card holder) was told this as he was trying to price out flights a few days ago. Apparently, they finally realized that folks were using the vouchers more than once (since their previous system did nothing to handle that possibility) - so have taken this step. With the Juniper vouchers, they're asking for a certificate number (which are something I don't remember seeing on the BofA vouchers).
