pay 100 cash, get 150 gift cert..co's new math

It's been awhile since I had to change a co nonrefundable ticket. But the process seemed amiss, but then again most anything dealing with an airline today is.

I had a 249 value phx-pvd ticket for late april. I can't go. So I reissued online and the charging went like this


Original Ticket New Ticket
1 Adults (age 18 to 64) $192.56 $72.56
Taxes/Fees $56.94 $26.04
Total Price $249.50 $98.60
Continental Airlines Travel Certificate $150.90
Change Fee $100.00
Balance Due $100.00

Is this new that you have to pay cash to use a credit? I was under the assumption that I would have the 70 (new ticket) deducted from original (249) and 100change fee (also from 249)and in the end get back a 70 dollar or so tcv?
