I just did it under the new policy. Here are the details:
My flight was scheduled for 1:00 pm. I called at 6:30 am and asked to take the 7:00 pm flight instead. They put me on standby for the 7:00 pm and told me I could call back at 4:00 pm. At 4:00 pm I was given a confirmation of my flight, and a cleared upgrade. The total charge was $25.
