What i have found..
Use the ... DoCoMo.

Go into a store, buy a cellphone, and sign a 1 week contract. You can determine how long your contract is.

Choose a plan.

This is the cheapest I have found.

Before, I was using Vodafone prepay service. It comes out to 60 cents U.S. a minute. DoCoMo is cheaper.
