Simple experience and observation. The typical Silver/Gold/Platinum doesn't spend time on FT. There are 10's of 000's of them.
The typical FT'er is the 0.5 - 1.0 % that is working hard to work the system to maximize their benefits.
Just look at all the wasted effort that went into the SaveSkyMiles petition drive a few years back. It only hit a very small minority of all eligible Medallion members.
