Amalgamate the GEX and LHR Connect - and use the little-used Clapham to Olympia line to connect the two. Won't be very fast, but I'd bet there is plenty of traffic in West London for Gatwick and plenty in South/Southwest London for Heathrow. They
would make a mint from this; the direct LHR-LGW link would be a happy convenience for our onward-connecting-Bermuda-Agreement-suffering friends.
