I don't think not having a gaijin card is the problem. Legally only police/immigration can ask to see your gaijin card. I think what the shop really needs to see is a Japanese address. As your address is on your gaijin card it's the most convenient way for the shop to get your address. In all honestly I don't know this for sure but it seems likely in my experience.
