Cell phone in Japan : impossible for non-residents?
I have been trying for a few hours this morning to buy a cell phone (language problem ) and finally at Vodafone they said there is a new law since April 1st barring foreigners without a Japanese ID to buy a cell phone.

Is there another way? Is it possible to convert a Canadian or Italian driver's licence without a Resident Alien Card?
