It beggars the mind that one could read into the regulations the reason for confiscating an electric fan - but it does have BLADES, now, doesnt it? Seriously, I'd think it would be OK, as long as it met the weight and size limits for carry-ons. Now, a tool for assembling it, that I think you'd have troubles with.
