If you want a town with snow and shops, the best may be Collingwood. There are buses and it's not far from the airport. There's enough to do, especially if you ski. Intrawest Resorts has been developing the area in the image of Whistler, with a pedestrian-oriented downtown. But you could also spend on a flight to Vancouver and take a bus to the real Whistler.
Another possibility is Deerhurst Resort in Huntsville. There are buses and trains to Huntsville and then you can take a relatively short ride to Deerhurst (it comes up on Priceline for a good price). Without a car, you'd be limited but you'd have plenty of winter activities.
