Infants as lap children on UA international flights

My friend is in town from Japan. He has a 3 month old and would like to bring his wife and kid back later so his family can see the bab., However, he was under the impression that he'd have to buy a seat for his baby. 3 coach tickets are beyond his budget right now. He thought he read something on UA's site that said that infants had to have their own seats.

I know kids under 2 can go as lap children free domestically. Does this only apply to domestic legs, or does this work for international flights too?

We know the baby would need a passport.

Anyone know?
