During early implementation of TSA locks, they had problems getting access to the keys (or so I heard). I've used them a number of times in the past year and never have a problem. But then, I hardly ever have my checked luggage searched-I purposefully keep metal objects out of luggage.
Maybe earlier, but late 2005 was pretty far into the program. It was probably just a lazy person. I had made it thru other checks with those locks on and they were just fine.
