Agree . the US 800 numbers can be accessed via ATT as a long distance international call. Not the best option.
Most hotels will list the local contact numbers for airlines ..
The AA ticket jacket used to list a lot of local access numbers also. Tho I agree many times when we need them these lines are closed for the night.
While the OP is PLT ... there is a 'trick' I have used many times when traveling. Call the local access number (did it in Bermuda, Barbados and England) and then when someone comes online .. ASK to be transferred to the EXP (since I am) desk [transferring to the PLT desk may not be helpful as there is no special desk only a priority on the phone queue]. The local agent once was indignent saying 'we can help you' .. but I insisted and got to the EXP desk (there is one in the US and one in the UK or maybe actually in Ireland I recall).
