I thought (though haven't tried myself) that the workaround on this was to call the AT&T international access number for the country you are in, and then access the normal elite 800# from there. Have you tried that? Worst case, it costs you a local call to see if it works, or you hang up if it doesn't. I've seen that posted a few times here over the last few months.
