Are you sure you were on NW at PHL -- they're on the E concourse and unless you're there in the middle of the night it's got good light.
I've found the NW staff there to be about as friendly and efficient as you'll find anywhere and if you're going to Center City Philly, the R1 SEPTA train stops practically at the NW gates -- well maybe a couple hundred yards away.
The only thing I don't like about PHL these days is they closed the WC and while you can use the Delta CR -- it's outside of security.
