Good question and I would like to know too, but I assume the answer is NO as EVA is not part of the *Alliance. And I definitely know that you cannot use AC certs for u/g on EVA.

If your interest is status miles and u/g, you have to ask yourself what is the value of using this code share? Better to go on UAL (you will at least earn status miles in AC but need to go through NRT or HKG) or use AC to HKG (or another Asian gateway, ICN and NRT come to mind), then jump over to Taipei on one of the few *A carriers (such as Thai) to max out your status mileage and u/g potential at least on AC to HKG.
