Of course if the flight is filling-up the lower fares will show zero.
As the other poster have pointed out:
The writer is giving the impression that if the flight is wide open 2 minutes before the departure, the lower fares will be offered at the same level as they would have been say 21 days before departure.Thus,AC has no advance booking requirements.
If you travel AC as much as you claim, you should know, the Tango fare rate increases once the 7 day window is passed.
