Overhead bins weight limit

Hi everybody. I chose the Continental board for my thread because I know from personal experience that Conti is particulary relaxed concerning hand luggage. I live in Switzerland where Swiss has just announced that it will enforce the 8kgs/18lbs carry-on rule stricter than before. The overall dimensions of the carry-on remain the same (same as any other airline). Convenience wise I prefer the American way, but isn't it a safety problem when passengers put 40lbs each into the bins. On a Swiss A320 I once saw a sign in the bin where it read "Max load 35kgs". This equals 77lbs. 35kgs in a row of 3 pax means 10kgs per person. So I don't know what are your thoughts? Are there different bin manufacturers having huge differences in their products? Thanks for your help and by the way Conti is a fine airline.
