Actually, this is the same as why we have laws about so many things today that were not there in the 60's. As people do stupid things and then try to sue someone else for their stupidity. They make it harder on the rest of us. As a countries residents in the past have came to the US and not returned or have committed crimes and so forth. They have made it more difficult for any honest, law abiding citizens of their countries to make the trip. The difficulty in obtaining visas has a lot to do with thier financial status as well. What good would it do for a third worlder or any other citizen of any other country for that matter to scrape up all of their savings to travel to the US if, when they get here, they don't have the money to do anything once they get here or go back home. It is what it is.
