Yes...my company tried this a while back, it turned into a fiasco of highly valuable people refusing to travel sometimes and then becoming "conveniently unavailable" because of layovers, etc due to choosing the lowest fare. The policy quickly was paid less attention to.
Not sure if you use CWT, but the old trick was, if you have the option of limiting your search to one airline, select that. For me it didn't seem to pick up lower options on airlines then if I have it only searching US. Not sure if this works anymore...we finally sent CWT packing.
