When I tried NGO there were huge lines of culchies around all the souvenir shops and the hot spring facility...
The airside shops were pretty deserted. It was easy to get in and out and the shop girls were happy for any customers. The 4th floor plaza was another story. Huge crowds at all the eateries and souvenir shops. It was just like a shopping arcade or mall in the city. That was one reason I was so appreciative of my "find" down on the 1st floor - the restaurant and konbini. Most of the crowd seemed not to know they were there. It seemed that the "higher" I went, the noisier and busier it got. Down "below" was an oasis of quiet.
