Yes, I know what you mean, but that isn't exactly relevant to the issue you described

1) not everyone that needs to make a quick phonecall will also need to get online

2) not everyone uses a one-off passcode, in the US a lot of people have an account with Boingo, iPass or T-mobile, so don't suffer from the MAC address (not IP address) issue you described. Your device can change IP all it wants, all the access point cares about is MAC address. A simple solution would be to edit the mac address of your notebook to the same as your phone
