Same thing at SEA and ATL, though, or any other airport where the international arrivals concourse is surrounded by "airside" territory. The problem is that once you've had access to your checked bags in order to clear customs, you could have access to things not allowed in carry-on (even before 9/11).
Yes, it's what I would call "suboptimal terminal design". Isn't ATL supposed to get a landside access to Concourse E at some point though?
