Of the three above, number 2 is the most correct answer. Marriages entered into in the state of Nevada are legal everywhere in the US (and in many places in the world that recognize US marriages), so long as a marriage license was actually issued and refiled with the county recorder. Your friend needs to contact the Clark County Recorder's Office to see whether the marriage was legally filed with the office. If it was, then she's legally married.
