Well this totally stinks and $14 is outrageous....but the fact of the matter is most rental cars in my experience are truly about 7/8 full of gas. Sometimes it seems like the needle is starting to nudge off F before even leaving the rental station!
While $14 for an eighth of a tank is extreme, I've long wondered what, exactly, should be done about chislers who return a car just full enough so that it escapes notice at check-in, then leave the next guy holding the bag. In California earlier this year, I pulled in to a gas station after driving exactly 16 miles (in a Malibu) and spent $8.00 to top off the tank....at $2.26 a gallon!
