The life rafts are not in locked bins. The locked bin is in the rear of the aircraft (narrowbodies) and is for the use of crew only. I believe that is has a placard on it that read 'Not for passenger use, flight attendant use only', or something to that effect. Sometimes they lock, sometimes they don't.
