I don't think it is an issue of incentives for flying non-AA flts. It is more a convenience of giving you a single upper weight limit when connecting with OW partners. AA generally has non-overlapping routes with AA partners (except BA transAtlantic where you don't get AA mileage credit). So this does not push you away from AA to OW partners simply complements both.
