And also on the original question: could there be a regulation about taking pictures on the ramp? Quite a few places, such as the locker room in my gym, have recently adopted "no cell phone use" regulations because they can't police every cell phone user to make sure he/she isn't taking pictures, especially since someone who wants to take clandestine pictures can do so while pretending to carry on a conversation. (I doubt my gym is worried about cell phones interfering with navigational equipment or igniting fuel. )
