Yes. This is a rule on Australian ramps, which are the only ones across which I regularly walk. Even though the airline allows mobile phone use on board aircraft parked at jetway gates, and while walking through the jetway, you will be made to turn off the phone if boarding or disembarking is across the ramp. You are not permitted onto the ramp if your phone is on.
