I'm not a scientist either, but there is ZERO point ZERO percent chance that fuel around the ramp, be it in planes, fuel trucks or puddles on the ground, could be ignited by electromagnetic radiation from a cellphone.
Not that that will keep airport personnel from telling you to turn it off, and probably claiming it's:
  1. an FAA regulation
  2. a TSA regulation
  3. federal law
  4. state law
or whatever else sounds important.
