They're talking about testing devices that have fuses that are triggered electrically.
For most [electrically initiated devices], the response is quantified in terms of the magnitude of RF current induced into the heating element, or bridge wire, of the device.
So the idea is that if the radiation produces a response in a tiny little wire, bad things can happen. It might not take all that much energy.
