Well, since the Earth can't be convinced to align its rotation in line with atomic decay ( very unreasonable of it I would say, why can't it just try and be helpful ) , it means that UTC has to realign to it every so often.

It is almost the same as GMT, just not equivalent (i.e. equal to )which Ken believed
