Best Enrollment options for UK based cheap RTW

Recently met a couple of UK based backpackers and have been trying to convince them to cash in on their RTW mileage options... only to learn that BA seems to force people to purchase a full fare Y or above ticket in order to enroll in their FF program... Is this TRUE? I'm sorry I haven't searched much on this forum but I'm relying on cafe's to do some investigating for them.

What would someone suggest is their best option for enrollment/earning? They are somewhat infrequent UK based 'cheap' travelers.. but are currently on a RTW ticket.. i don't know what class booked in but picture cheap through a UK based backpackers agency. 7 destinations ticket if that rings a bell on options. Is there a way for BA to open an account for them? What would they get.. All their tickets are on OneWorld medals.. The major ones would be UK to Oz/NZ and to the US and onwards.. Been spoiled and have had a nonePass accound on CO for years so haven't looked at new rules for enrollment from airlines.. Do they all pull these 'rules' now and force full fares? I was wondering why I have not met ANY UK based backpackers who know anything about airline miles
