No problem, and no apology necessary.
What you suggest might be true in some instances, but these types of things are mandated by whatever the local authorities set out in their Innskeeper Laws. However, wherever it would not be in conflict with these laws, I would expect the RACK rate to fluctuate according to seasonal and special event demands.
