Upgrading from Y to C on Premium Economy routes?..

How about if I want to use my free standard ROP gold upgrade for a flight to New York in Business Class... With it being a Premium Economy route would I have to buy a Premium Economy ticket and then upgrade from that? Or can I buy a cheaper economy ticket & 'bypass' PE? How about if I was upgrading from miles alone?
