No, we don't know the rationale for there not being NC/XC inventory on that flight... but seats assigned is not the same things as seats booked (for example, I currently have several bookings for which some dates are mere placeholders—I know I'll take the flight but not on that specific date—so in those cases I've not reserved a seat).
