I want to upgrade H > C on a flight FRA-IAD using confirmed systemwide upgrade. RCC agent confirms that there is not one seat assigned (therefore booked?) in C cabin -- totally empty. Anyone know the rationale for not having a single seat in NC/XC available, five months in advance, when not one revenue passenger is booked?
