I live in the Brooklyn Heights neighborhood and I agree the Promenade is a one of the best views of the city (if not the best) and a great place to see the sun set and people watch. However, if you want the best view of the Brooklyn Bridge and Manhattan this can be found on top of the 30 Columbia Heights building. Basically it puts you under the Watchtower sign which has the time and temperature and you feel like you can reach out and touch the bridge with a phenomenal view of lower manhattan, Governors Island, statue of Liberty, and Jersey shore, etc. The only way to get to the roof is by touring the Watchtower facilities (entrance on vine street, bottom of Columbia Heights hill), which is the World Headquarters of Jehovah's Witnesses. During the tour ask to see the view from the 30 CH roof.
