That photograph is taken from the Brooklyn Heights Promenade, which is well worth the visit on a nice day. Take the 2, 3, 4, 5, N, R or W train to the Borough Hall station. Then walk down either Remsen Street, Montague Street or Pierrepont Street (Remsen and Pierrepont are primary residential; Montague is primarily commercial) to the very end to the entrance to the Promenade. Virtually every postcard of the Manhattan skyline is taken from this vantagepoint.
