Every so often I get these so when I called in on one earlier this year I asked the agent about it. She said that they don't know exactly what causes the computer to send the mail/phone call except that they (the agents) have noticed that it always seems to be when there hasn't been any contact or activity on a reservation for a long time. It seems interesting to me, especially since you can't really make changes on many of these fares.
