So perhaps the IMEI CAN be used along with the IMSI for authentication. I think that this is NOT the case in the USA.
IMEI blacklisting is done for stolen PHONES, not accounts. And while it is indeed possible to block an IMEI, the IMEI is not part of the standard authentication for the sim. Blocked IMEI's have been part of the GSM standard since it was first developed by the Europeans.
