Definitely shouldn't get a refund just for not getting an upgrade.
For the "freon leak" I wouldn expect to get some sort of compensation for the inconvenience. Of course the comp amount would be contingent upon how much of an inconvenience you experienced. An evacuation of a bldg for your safety in the middle of the afternoon isn't really all that bad unless you consider missing an episode of Oprah a travesty

I wouldn't expect to get a 100% refund, but I would probably expect a letter of apology and maybe some sort of gift expressing their regrets.
Either way, I've had far worst experiences that what you supposedly endured and usually I complain only if the event was caused by management failings rather than a event that is outside the control of management. Of course this is just my opinion...
