Actually, I think Mike makes a useful point here -- I've never had a rude agent with an Indian accent; it may have taken a little bit longer to explain what it was that I wanted, but I've at least always had the impression that they were willing to try to help, even if it took a little while to get over the communication barrier...
(I should mention that I talk kinda fast, and some native-born speakers have trouble understanding me ). The problem tends to be more along the lines of educating them as to what's possible.

In that case, it would seem that "hang up and call again" puts you back at square one for explaining what you want, if it's at all complicated.
