I was based in Japan at the time, and my Japanese colleagues absolutely refused to fly through PDX.
The major irritant was that a number of Japanese businessmen were turned away on the basis they should have work visas for their business trips. For anyone familiar with Japanese business trips, they can range from client visits to a few weeks of site work.
The likelihood of a Japanese businessman not returning to his country is absolutely nil. We are not talking about Chinese immigrants here.
What's the problem with the PDX INS? Discrimination against the local Japanese community that was interned there during WW2?
