I didn't realize there was an "argument" going on. As someone with permanent residence in Brazil I wish it would be expanded to all travellers, even those in transit... In my opinion we either end the long tradition of reciprocity and drop the visa requirement for Americans to get more tourist dollars, or we have 100% reciprocity and make the process mandatory for all Americans regardless of final destination and also end all of the exceptions for people crossing just to take a picture at Iguaçu.

And if you read my post on the extremely nice in-transit lounge collecting dust at DFW, you will know that I am all in favor of bringing back the TWOV program.
