If coupon brokers are legitimatized and usage of the brokers becomes common the most likely result will be an enormous devaluation of present mileage. That is, the mileage costs of free business class(especially) tickets probably would at least double, and could well triple. Both the market and the self-interest of the airlines would assure this.
