2-prong vs 3-prong plug adapter question

Okay, we've got to be near the end of my stupid questions (what could be left to ask?), so I'm throwing myself on the mercy of this forum's experts once again.

My laptop's power cord has a three-prong plug. The APC Back-UPS I'm going to be plugging into in France has 3-prong outlets. But the plug adapters that I see here (including APC's) all seem to have two prongs.

Am I misunderstanding the point of that 3rd prong? Isn't that for grounding? Wouldn't it be better to have a 3-prong plug adapter?

And where the heck can I find one?
