Not sure where the 9kg/20lbs cabin bag weight comes from. Not a cabin safety requirement for certification of the overhead bins or underseat stowage. 18kg is you weight limit but not sure of the 2x9 requirement.
As far as I'm aware the QF baggage allowance only applies to QF operated flights.

As for the cabin bag weight, check BA.com and you will see it there. Under the cabin baggage section it states ' 1 bag 55x40x20 cm (22x16x8 ins) plus a briefcase or laptop 45x35x20 cm (18x14x8 ins) 18kg (40lbs) total weight, maximum of 9kg (20lbs) per piece'.
